This includes major AI players such as Shield AI – recently reported to be valued at $5.3 billion. The city has proven its ability to attract significant capital. In fact, startups raised a record setting $5.7 billion in venture capital last year along alongside a 7% increase in Big Tech roles, as highlighted in the SignalFire – State of Tech Talent Report 2025. This momentum continued to build as diverse sectors secured nearly $1 billion in just Q1 of this year. This wave of financial growth has solidified San Diego as a thriving tech hub where AI innovation is being fully embraced.

Currently, San Diego is one of only five cities out of the nation to ban AI-driven rent pricing. The Prohibition of Anti-Competitive Automated Rent Price-Fixing Ordinance, which bans the sale, license, and use of AI or algorithmic software that uses non-public competitor data to set rental rates or occupancy levels passed this year. In addition to this ban, the Senate Bill 420 – California Artificial Intelligence Bill of Rights and Senate Bill 243 – Restrictions on Chatbot Misrepresentation, have passed the senate and currently are on their way to the Assembly. Sponsored by Sen. Steve Padilla, Senate Bill 420 establishes a regulatory framework for AI systems, focused on fairness, transparency, accountability, and safeguards for Californians’ well-being. It draws inspiration from the EU AI Act. The second bill, Senate Bill 243, also sponsored by Sen. Steve Padilla, is to ensure companies that market chatbots as legitimate substitutes for human support are held responsible – especially in sensitive contexts such mental health or loneliness. Although, there are many more areas to cover – when it comes to AI – the initiative to move forward with these bills is an example of how San Diego is one of the cities leading the way in setting ethical standards.
3. Thriving Testing Grounds
San Diego has become a hotspot for autonomous AI testing. The San Diego Regional Proving Ground (SDRPG), designated by the U.S. Department of Transportation, is just one of 10 national testbeds for autonomous and connected vehicles. It’s actively used to pilot innovations in smart transit, cybersecurity, smart streets, smart fleets, and more. At the beginning of this year, self-driving technology company, Waymo, started gathering data and operating test vehicles in Bankers Hill, Mission Hills and on key corridors including I-5 and SR-163.
